Buying a Used Crane: The Complete Inspection Checklist

A used crane is one of the few purchases where the walk-around matters more than the spec sheet. Two identical 300-ton all-terrains with the same year and similar hours can be separated by six figures of deferred maintenance, and none of it shows up in the listing photos.

We buy, sell and broker iron, and we inspect machines for buyers who are not going to fly out themselves. This is the checklist we work from. Print it, take it with you, and do not let a seller rush you through any section of it.

What should you inspect when buying a used crane?

Inspect the crane in this order: paperwork first, then structure, then wire rope and rigging, then hydraulics and drivetrain, then the control and load-moment system under load. Paperwork comes first because a missing annual inspection record or a UCC lien will end the deal before you waste a day crawling the boom.

The order matters. Every hour you spend on a machine whose title is clouded is an hour you did not spend on a machine you could actually buy. Below, each stage in detail.

Stage 1: What paperwork should come with a used crane?

Ask for the inspection file before you book the flight. OSHA's inspection requirements in 29 CFR 1926.1412 generate a paper trail, and a seller who cannot produce it is telling you something.

  • Annual / comprehensive inspection records. Under 1926.1412(f), the equipment must be inspected by a qualified person at least every 12 months, with disassembly as necessary. The documentation — items checked, results, name and signature of the inspector, and date — must be retained for a minimum of 12 months. Ask for the last three years anyway. A seller who has them kept them for a reason.
  • Monthly inspection records. Under 1926.1412(e), each month the equipment is in service it must get a shift-level inspection, documented and retained for a minimum of three months. Gaps in the monthly record tell you when the machine sat.
  • Repair and modification records. Under 1926.1412(a) and (b), modified or repaired equipment must be inspected by a qualified person before initial use, and equipment modifications require approval under 29 CFR 1926.1434. If somebody welded on the boom or changed the counterweight arrangement, there should be an engineering approval behind it. If there isn't, that is a walk-away.
  • Severe service inspections. Under 1926.1412(g), where use or conditions make damage reasonably probable — including loading that may have exceeded rated capacity or shock loading — a targeted inspection is required. Ask directly whether the machine has ever been overloaded, and then verify the answer against the data logger.
  • Load charts and manuals. The original manufacturer's load charts for every configuration, plus operator and service manuals. Reprints are available for most machines, but their absence often signals a machine that has moved through several owners quickly.
  • Crane certification and third-party inspection reports. Common in marine, refinery and utility work. If the machine came out of one of those markets, the reports exist.

Stage 2: What do the hour meters actually tell you?

Read every hour meter on the machine separately, not just the engine hours. A carrier engine with 8,000 hours means nothing on its own if the upperworks has 14,000 hours of swing and hoist time on it, and on truck-mounted machines the road mileage tells a third story again.

On a modern mobile crane you should be looking for:

  • Carrier engine hours and road miles. Highway miles wear the driveline, brakes, steering and suspension — not the crane.
  • Upperworks / superstructure engine hours. On two-engine machines this is the number that reflects actual crane work.
  • Hoist and swing counters. Where the control system logs them. Hoist drum cycles are a far better proxy for hard use than engine hours.
  • Idle versus load time. A crane that has idled 60 percent of its life is a different machine from one that worked every hour it ran.

Then check the meters against the machine. A 6,000-hour crane with worn-through control levers, a cracked seat frame and a repainted deck is not a 6,000-hour crane.

Stage 3: How do you pull LMI and control system records?

Ask for the data log off the crane's own control system. Modern cranes record overload events, and that log is the single most valuable file in the entire inspection because it tells you what the seller will not.

By manufacturer, the systems you will encounter:

  • Liebherr — the LICCON crane control system, now in its LICCON3 generation, with LiDAT as the fleet telematics layer. Liebherr documents that LiDAT provides systematic documentation of overloading and faulty operation. Ask for the LiDAT history and the LICCON logs.
  • Grove and Manitowoc — the Crane Control System (CCS) across Grove, Manitowoc and Potain product lines, with CraneSTAR as the telematics service.
  • Tadano — HELLO-NET, which records operating status, GPS position and maintenance data, plus IC-1 Remote on newer machines for cloud-based diagnostics.
  • Link-Belt — the Pulse crane control system, with telematics data surfaced through iCraneTrax.

Separately, verify the load moment indicator works. Under 29 CFR 1926.1416(e)(4), equipment other than derricks and articulating cranes manufactured after March 29, 2003 with a rated capacity over 6,000 pounds must have a load weighing device, a load moment or rated capacity indicator, or a load moment or rated capacity limiter. A dead or bypassed RCL is a Category II operational aid deficiency, and a machine sold with one bypassed has been operated by people making choices you do not want to inherit.

Test it on site: pick a known weight at a known radius and see whether the display agrees with the chart. If the seller resists a functional test, that is the answer.

Stage 4: How do you inspect boom, jib and structure?

Look for cracked welds, deformed lattice or chord members, and repair welds nobody documented. Structural findings are the ones that end deals, because a boom repair on a large machine can cost more than the price difference between two candidate cranes.

The annual inspection scope in 29 CFR 1926.1412(f)(2) is a ready-made structural checklist, and it is worth walking the machine against it literally:

  • Structural members — deformed, cracked, or significantly corroded. Sight down each boom section. On telescopic booms, extend fully and look for a section that hangs differently from its neighbours.
  • Bolts, rivets and fasteners — loose, failed, or significantly corroded. Check boom foot pins, turntable bolts, and outrigger box fasteners.
  • Welds for cracks. Pay particular attention to the boom foot, the boom nose, lug plates, the turntable and the outrigger boxes. Bring a light and clean the area — fresh paint over a weld is a question, not an answer.
  • Sheaves and drums for cracks or significant wear. Grooved sheaves that have worn oval will chew wire rope for the rest of the machine's life.
  • Pins, bearings, shafts, gears, rollers and locking devices for distortion, cracks or significant wear.
  • Brake and clutch parts, linings, pawls and ratchets for excessive wear.
  • Boom telescoping system — on a telescopic machine, run every section in and out through the full range under no load and listen. Chatter, hesitation and uneven extension point at wear pads, the telescoping cylinder or the rope-and-sheave system.

On lattice machines, add pendant lines, boom butt and tip connections, and the condition of every pin and keeper. On crawlers, add track chains, rollers, idlers, sprockets and final drives — track undercarriage is a major cost item and sellers know it.

Stage 5: How do you inspect wire rope on a used crane?

Run the full length of every rope off the drum and inspect it against the deficiency categories in 29 CFR 1926.1413. Rope is a consumable, so finding bad rope is not a deal-killer — but bad rope that the seller called "good" tells you how the rest of the machine was maintained.

The regulation gives you exact thresholds, which is unusually helpful:

  • Category I deficiencies: significant distortion of the rope structure such as kinking, crushing, unstranding, birdcaging, core failure or steel core protrusion between outer strands; significant corrosion; electric arc or heat damage; improperly applied end connections; and corroded, cracked, bent or worn end connections.
  • Category II deficiencies: in running rope, six randomly distributed broken wires in one rope lay or three broken wires in one strand in one rope lay. In rotation-resistant rope, two randomly distributed broken wires in six rope diameters or four in 30 rope diameters. In pendants or standing rope, more than two broken wires in one rope lay, or more than one broken wire in a rope lay at an end connection. Also, a diameter reduction of more than 5 percent from nominal.
  • Category III deficiencies: core protrusion or other distortion indicating core failure in rotation-resistant rope; prior electrical contact with a power line; a broken strand.

Give particular attention to the areas the standard flags: rotation-resistant rope in use, boom hoist and luffing hoist rope at reverse bends, rope at flange points, crossover points and repetitive pickup points on drums, and rope at or near terminal ends.

Prior power line contact is a hard stop. It is a Category III deficiency by name in the regulation, and a rope that has taken an arc has to come off regardless of how it looks.

Stage 6: How serious is a hydraulic leak on a used crane?

A weep at a fitting is a maintenance item. A wet cylinder rod, a blistered hose, or oil pooled under the turntable is a negotiation item, and a leak the seller has been topping off instead of fixing is a warning about everything else on the machine.

The federal annual inspection list at 1926.1412(f)(2) is again a good structure. Walk the hydraulics for:

  • Hoses, fittings and tubing — leaks at the hose-to-fitting junction, leaks at threaded or clamped joints, blistering or abnormal deformation of the outer cover, and abrasion or scrubbing where a hose has been rubbing on structure.
  • Pumps and motors — unusual noise or vibration, low operating speed, excessive fluid heating, low pressure, loose fasteners, and leaks at shaft seals and joints between pump sections.
  • Valves — spools sticking or failing to return to neutral, housing cracks, and relief valves failing to reach correct pressure where the manufacturer publishes a checking procedure.
  • Cylinders — drift is the test that matters. Set the boom at angle, hold a load, and come back in thirty minutes. Boom and outrigger cylinders that creep are worn seals at best and a scored rod at worst.
  • Outrigger jacks — 1926.1415(a)(5) requires hydraulic outrigger and stabilizer jacks to have an integral holding device or check valve. Extend all outriggers fully, set the machine level, and let it sit.

Pull a fluid sample and send it out. An oil analysis costs almost nothing relative to the purchase and will surface metal, water and additive depletion that no visual inspection catches.

Stage 7: How do you check title and liens on a crane?

Run a UCC search in the seller's state of organization and confirm the serial number matches the machine, the paperwork and the manufacturer's records. Cranes are almost always financed, and a lender's UCC-1 financing statement follows the equipment, not the seller's good intentions.

Concretely:

  1. Verify the serial number physically. Find the data plate on the carrier and on the upperworks, photograph both, and check them against the bill of sale, the inspection records, and the manufacturer's records. Mismatched upper and carrier serials are common on rebuilt machines and are not automatically a problem — but they must be disclosed and documented.
  2. Run a UCC lien search with the Secretary of State in the jurisdiction where the seller is organized. If there is a filing, you need a payoff letter and a recorded UCC-3 termination at closing, not a promise.
  3. Check vehicle title separately for road-going carriers. A truck-mounted or all-terrain carrier is a titled vehicle in most states; a crawler crane generally is not. The two records are different systems and both need to be clean.
  4. Confirm the chain of ownership if the machine has been imported. Customs entry documents, and for a machine coming into the U.S., compliance with EPA and DOT requirements for the engine and the carrier.
  5. Close through escrow or with a funds-against-documents arrangement on any machine you are not standing next to.

Stage 8: What will it cost to move the crane?

Budget transport, permits and reassembly before you agree on a price, not after. On a large all-terrain or a crawler, moving the machine can be a meaningful fraction of the purchase price, and it is the cost buyers most consistently underestimate.

What goes into it:

  • Number of loads. A large all-terrain travels with counterweight, boom sections, hook blocks and outrigger pads on separate trailers. Ask the seller how many trucks the machine took to arrive where it sits.
  • Disassembly and reassembly labour, plus an assist crane at both ends. Assembly and disassembly is regulated work under 29 CFR 1926.1404 and has to be done under an A/D director following manufacturer procedures or an employer procedure.
  • Permits. Oversize and overweight permits are issued state by state, with different axle-weight rules, different bridge restrictions, and different lead times. Superload permits can take weeks.
  • Escorts and route survey. Pilot cars, police escort where required, and a route survey for height and bridge capacity.
  • Cross-border or port handling if the machine is coming from overseas.

Get a real quote from a heavy haul carrier using the actual origin and destination before you sign anything.

Brand notes: Liebherr, Grove, Manitowoc and Tadano

Every major manufacturer builds a good machine. What differs for a used buyer is parts availability, service network depth in your region, and how much of the control system a third party can work on.

  • Liebherr — LICCON is a well-documented control platform and the data it retains is a genuine asset to a buyer. Confirm which LICCON generation the machine has, because control system generation affects both diagnostics and parts. Verify dealer support and parts lead times in your region before you buy, particularly on machines originally delivered outside North America.
  • Grove and Manitowoc — the shared Crane Control System across Grove, Manitowoc and Potain means parts and interface commonality across a mixed fleet, which matters if you already run their iron. Check whether the machine has CCS or the older platform it replaced.
  • Tadano — HELLO-NET gives you operating status, position and maintenance data, and IC-1 Remote on newer machines supports remote diagnostics. Confirm the telematics subscription status transfers or can be re-activated in your name.
  • Any brand — before you buy, price three common wear items and one major component from the dealer that would serve you. Parts lead time in your region is a more honest measure of ownership cost than the purchase price.

The walk-away list

Some findings are worth a price adjustment. These are not:

  • No annual inspection records, or records that cannot be tied to this serial number.
  • Undocumented structural repair or modification with no engineering approval under 1926.1434.
  • A bypassed or disabled load moment indicator, or a seller who will not permit a functional test.
  • Evidence of power line contact.
  • Overload events in the data logger that the seller denied when asked directly.
  • A lien the seller will not clear before or at closing.
  • A seller who will not let you bring your own qualified inspector.

The last one covers most of the others. An honest seller wants your inspector on the machine, because a clean third-party report is what closes the deal at the price they want.
