Ask ten crane operators what they wear to work and you will get ten variations on the same four layers. Ask them what they wear on a refinery turnaround and the answer changes completely, because the hazard changed and the rules changed with it.
We make crane apparel and we run cranes, so we are going to be straight with you about both halves of this: what the standards actually require, and where a graphic tee legitimately fits in a working wardrobe. Spoiler on the second part — it fits in a lot of places, and none of them are as a substitute for rated PPE.
On a typical construction site, a crane operator wears a hard hat, safety glasses, work boots, gloves, and a hi-vis vest or shirt over a cotton or cotton-blend base layer, plus a hoodie or jacket depending on the season. On sites with a flash fire or electric arc hazard — refineries, chemical plants, utility work — the base layer and every outer layer must be flame resistant or arc rated, and a cotton graphic tee is not permitted.
That split is the whole article. Everything below explains which side of it you are on and what changes.
FR clothing is required when the job exposes you to flash fire or electric arc — most commonly oil and gas, petrochemical, chemical processing, and electric utility work. It is not generally required on ordinary building construction, and it is the site owner's hazard assessment, not the crane, that decides.
Three standards govern this and people mix them up constantly:
The distinction that trips people up: all arc-rated clothing is flame resistant, but not all flame-resistant clothing is arc rated. NFPA 2112 compliance does not give a garment an arc rating. If your site requires an arc rating, you need the cal/cm² number on the label, and an NFPA 2112 tag alone will not clear the gate.
In a flash fire or arc hazard area, do not wear meltable synthetics under FR clothing. Polyester, nylon, acetate and acrylic melt and adhere to skin, and an FR outer layer does not protect you from a base layer that liquefies underneath it. That means the cotton undershirt is fine and the moisture-wicking poly tech tee is not.
This is where a lot of otherwise careful operators get it wrong, because the poly base layer is more comfortable in the heat and nobody sees it under the coverall.
If you are working within the right-of-way of a federal-aid highway and exposed to traffic or construction equipment, you need high-visibility apparel meeting ANSI/ISEA 107 performance Class 2 or Class 3. That requirement comes from 23 CFR Part 634, the Worker Visibility Rule, and it was carried into the MUTCD, which extends it to workers on or near any public access roadway.
The standard itself is ANSI/ISEA 107-2020, American National Standard for High-Visibility Safety Apparel. It sorts garments two ways:
Within Type R, the practical rule of thumb is Class 2 as the minimum near roadways, moving to Class 3 for high-speed roadways and reduced-visibility conditions. Class 3 has more background material and sleeves, which is why it is a vest-plus-sleeves or a full jacket rather than a bare vest.
Away from roadways, hi-vis is usually still required — not by 23 CFR 634, but by the general contractor's site rules. Most large sites now require Class 2 minimum everywhere inside the fence, and a lot of operators simply live in a hi-vis long sleeve rather than manage a separate vest.
Cotton breathes, does not melt, and holds up to the abuse of a job site. Polyester wicks better and dries faster, which makes it tempting in summer heat, but it melts near flame and heat sources and it holds odor in a way cotton does not. For most crane work the honest answer is a heavy cotton or a cotton-rich blend.

Neither cotton nor a cotton blend is inherently flame resistant. Untreated cotton will burn. What cotton does not do is melt into your skin, which is why it is the accepted non-FR base layer and polyester is not.
Our own tees are cotton and cotton-rich — the Skills Pay Bills tee and the Slow Is Smooth tee are 100% Airlume combed and ring-spun cotton, which is why they hold a print and hold their shape. They are still not FR, and we will say so again below.
Three layers: a cotton base, an insulating mid layer, and a wind- or waterproof shell, with hi-vis on the outside where it can be seen. Operators need more layers than most trades because the day swings between a heated cab and standing on frozen ground during rig-up.
What works:
Two operator-specific notes. First, a hood under a hard hat is a nuisance and in some cases a hazard — many operators run a hoodie with the hood pushed down and a beanie or hard hat liner instead. Second, gloves are a real problem in a crane cab: thick winter gloves cost you feel on the controls, so most operators keep a heavy pair for rig-up and a thin pair for the seat.
Long sleeves, not short. It is counterintuitive, and it is what experienced operators do. A cab with glass on five sides is a greenhouse, and time spent on the deck or on the ground is unshaded sun exposure. A light cotton long sleeve is cooler in direct sun than bare arms and keeps you out of the skin cancer statistics.
Add a hat you can actually wear when the hard hat comes off — our leather patch operator cap exists for the walk from the machine to the truck — and hydration you can reach without leaving the seat. A tumbler like the 20oz insulated stays cold through a shift and fits a cab cup holder.

Let us be completely clear, because this is a safety topic and vagueness here would be dishonest.

No. Meltable synthetics — polyester, nylon, acetate and acrylic — melt and adhere to skin in a thermal event, and an FR outer layer does not protect you from that. Use a cotton or FR base layer under FR outerwear in any flash fire or arc hazard area.
